What is InCL-U-DE?

InCL-U-DE – Integration through Capacity Building of the LIFE Programme for Ukraine's Durable Engagement – is a 36-month LIFE Technical Assistance project that turns Ukraine's participation in the LIFE Programme from occasional, one-off efforts into a systematic, lasting process.

Mission

To activate more sustainable, systematic and effective participation of Ukrainian organisations in the LIFE Programme – by raising awareness, building institutional capacity, creating information and consultation infrastructure, and improving the quality of Ukrainian proposals.

Why now – the gap

Ukraine joined LIFE as an access country on 24 June 2022. To date, only 34 organisations have participated across 18 projects, with participation concentrated in Kyiv (13) and Lviv (6). No project under Climate Change Mitigation/Adaptation has been funded yet. The success rate is growing but still small – and the untapped potential is significant: 40 million people, 603,000 km², and vast natural habitats across the country.
