Energy renovation solutions - Boosting building renovation through effective markets and instruments

About the call

The call contributes to the objectives of the Renovation Wave strategy and supports the implementation of the revised EPBD and the renovation-relevant elements of the European Affordable Housing Plan. It supports Better Homes partnerships that bring together actors from the fragmented renovation chain. Applications must choose one of the two strands and clearly indicate it in the introduction.

Strand A - scaling up quality and competitive energy renovations

• Removing market barriers, stimulating demand, and increasing renovation rates.
• Renovation strategies and business models that can be replicated across many buildings and markets.
• Aggregating demand for goods and services for faster, cheaper and simpler renovations.
• Business models with energy performance guarantees that build market trust and stimulate investment.
• Competitiveness and productivity of construction companies: industrialised and standardised processes, digital tools, better supply chain coordination, and circular and low-carbon solutions.
• Optional - reducing full life-cycle emissions, working with materials, and resilience to climate risks.

Strand B - strengthening EPBD information tools

• Market and policy uptake, usability and effectiveness of key EPBD tools: energy performance certificates (EPCs), renovation passports, the smart readiness indicator (SRI), digital building logbooks (DBLs) and indoor environmental quality (IEQ).
• Improving the accuracy, quality, integration and consistency of these tools.
• Rolling out renovation passports that give owners clear, step-by-step renovation trajectories.
• Strengthening the market value of energy performance by linking its improvement to building valuation and investment decisions.
• Technological solutions may serve as a tool, but must not be the focus of the action.

Mandatory for both strands

Pilot actions in real buildings or renovation projects that demonstrate practical application, effectiveness and replicability of the solutions.

Conditions

• Consortium: at least 3 applicants from 3 different countries.
• Indicative grant amount: up to €2 million.
