PDA is technical assistance that brings specific sustainable energy investment projects to a bankable, investment-ready stage. The call budget is €8 million. Typical applicants: municipalities, regions, energy agencies, utilities, industrial clusters - in other words, organisations with a pipeline of projects but lacking the capacity to bring them to investment stage.

A requirement for a clear and measurable investment outcome. Projects are evaluated primarily on the volume of investment they trigger. Beneficiaries are expected to not merely conduct studies but to actually mobilise investment, confirmed by signed contracts, within the project's lifetime.
