About the call

This is not a project grant but a framework partnership with the Commission for non-profit organisations whose core activity is environment, climate or the clean energy transition. The signed agreement becomes the basis for annual operating grants for its entire duration. Legal basis: Article 11(6) of the LIFE Regulation - 'Operating grants shall support the functioning of non-profit-making entities which are involved in the development, implementation and enforcement of Union law and policy, and which are mostly active in the field of environment or climate action, including the energy transition.'

What is assessed

It is not an individual project that is assessed, but the organisation itself:

• The organisation's strategy and its alignment with the objectives of the LIFE sub-programmes.
• The European added value of its activities.
• Its contribution to the development of EU policy.
• Its capacity to work cross-border, uniting and channelling the voice of civil society.
• The value for money of the planned work.

Important

• Financial and operational capacity is checked twice: at the level of the framework agreement and then for each application for a specific grant.
• An FPA is a prerequisite for signing an SGA, but does not create any legitimate expectation or automatic entitlement to funding.
• An SGA can only be signed if a valid FPA is in place and before its expiry date.
• FPA applicants must also apply to the LIFE-2026-NGO-OG-SGA call in order to be considered for an operating grant.
