Multilevel climate and energy dialogue to deliver the Governance Regulation and the post-2030 energy and climate policy framework
The call aims to implement the Governance of the Energy Union and Climate Action Regulation (2018/1999) and shape the post-2030 energy and climate policy framework. The Regulation requires Member States to conduct a multilevel climate and energy dialogue.

About the call
The call aims to implement the Governance of the Energy Union and Climate Action Regulation (2018/1999) and shape the post-2030 energy and climate policy framework. The Regulation requires Member States to conduct a multilevel climate and energy dialogue - engaging local and regional authorities, civil society, businesses, investors and citizens in the preparation and revision of National Energy and Climate Plans (NECPs). In practice, this dialogue often exists only formally, or not at all. Projects should create or strengthen genuine platforms for such dialogue.
Objectives
- Ensure the effective fulfilment of the Regulation's requirement for a multilevel dialogue.
- Lay the groundwork for the post-2030 energy and climate policy framework.
- Ensure that the outcomes of the dialogue have a genuine impact on national planning.
What is funded
- Creating or strengthening permanent multilevel dialogue platforms.
- Developing a dialogue methodology - who is engaged, how and when.
- Moderating and facilitating processes involving different levels of government and sectors.
- Linking the outcomes of the dialogue to the NECP preparation and revision process.
- Building the capacity of dialogue participants - local authorities, NGOs, businesses.
Conditions
- Combined budget of all three PLP calls: EUR 18 million
- Consortium: at least 3 applicants (beneficiaries, not affiliated entities) from 3 different eligible countries
