PLPs work on a top-down principle: unlike open SAP calls, where identifying needs and solutions is left to the applicant, here the Commission formulates the task itself. Priorities are set annually following consultations with Member States and third countries associated with LIFE, and reflect the current political moment and the EU's legislative agenda. Applications must precisely match the described task - there is little room for one's own interpretation. This is a fast track for organisations with strong expertise in a narrow topic that can deliver on a specific mandate.
Objectives
- Deliver a specific task formulated by the Commission in the fields of nature, biodiversity, circular economy and quality of life.
- Fill a gap that is not covered by bottom-up calls.
What is funded
The exact list of tasks changes every year and is set out directly in the call document - before applying, be sure to read Section 2 of the official LIFE-2026-PLP call document. Typically this includes analytical work, methodology development, support for the implementation of a specific legislative act, and EU-level coordination platforms.
Conditions
- Combined budget of all three PLP calls: EUR 18 million
- Type of action: Other Action Grants - funding may reach higher rates than under SAP
- Consortium: requirements depend on the specific task
