About the call
The call supports implementation of the European Climate Law (Regulation 2021/1119) and the EU Strategy on Adaptation to Climate Change, which requires EU institutions and Member States to ensure continuous progress in enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change. Budget: EUR 28 million, approximately 12 projects.
Objectives
- Achieve the long-term vision of the Adaptation Strategy: by 2050, the EU should become a climate-resilient society, fully adapted to the unavoidable impacts of climate change.
- Strengthen adaptive capacity, resilience and reduce vulnerability in line with the Paris Agreement and the European Climate Law.
Project logic expected by the Commission
The application must demonstrate a clear intervention logic: identify specific climate risks and vulnerabilities, propose appropriate adaptation options, implement them during the project, and monitor and evaluate the results.
What is funded (areas of intervention)
- Support for the development of adaptation policies and the revision of national, regional or local adaptation strategies and plans.
- Modern tools for climate risk assessment and the selection of cost-effective adaptation measures.
- Nature-based solutions for rural, urban and coastal areas.
- Water resource management under drought and water scarcity conditions.
- Flood protection.
- Urban cooling and heatwave management.
- Adaptation of agriculture and forestry.
- Climate resilience of infrastructure and buildings.
- Financial instruments, innovative solutions and public-private cooperation in insurance and loss-data.
Conditions
- Call budget: EUR 28 million (~12 projects)
- Grant size: approximately EUR 1-5 million
- Co-financing rate: up to 60%
- Duration: 24-120 months
