About the call

A separate call for projects that focus not on technology but on the quality of governance. The budget is EUR 6.5 million, the smallest among the SAP calls. It is the most accessible entry point for civil society organisations and think tanks without a large infrastructure component: no capital investment, equipment or land plots are required here.

Objectives

  • Support the development, implementation, monitoring and enforcement of EU environmental legislation.
  • Strengthen the capacity of public and private actors.
  • Engage civil society in environmental governance.

What is funded

  • Raising awareness and changing the behaviour of target groups.
  • Compliance assurance: tools, methodologies, training for inspectorates.
  • Access to justice in environmental cases.
  • Institutional capacity building for public authorities and environmental inspectorates.
  • Work with the judiciary on environmental cases.
  • Tools for environmental liability and combating environmental crime.

Conditions

  • Call budget: EUR 6.5 million
  • Co-financing rate: up to 60%
  • Consortium: not mandatory
  • Distinctive feature: projects without an infrastructure component, focused on "soft" measures
