Which plans are eligible
- National Energy and Climate Plans (NECPs).
- National and regional climate change adaptation strategies and plans.
- Long-term low-carbon strategies (LTS).
- Climate neutrality plans.
- Urban or community action plans leading towards a climate-neutral and resilient society - including climate-neutral city plans in the context of the EU mission 'Climate-neutral and smart cities' and sustainable urban mobility plans (SUMPs).
- National, regional or sectoral greenhouse gas emission reduction strategies and roadmaps.
Objectives
- Achieve full or substantial implementation of the target plan or strategy.
- Launch a process and mobilise additional commitments and funding that will lead to full implementation in due course.
Mandatory elements
- Multilevel governance - coordination across levels of government and sectors.
- Engagement of key stakeholders - both in the design and implementation of the project, where possible as associated beneficiaries.
- Complementary funding - mobilisation of other EU, national or private sources.
- Building the strategic capacity of competent authorities so they can act as co-implementers of the plan after the SIP ends.

- Call budget: EUR 30 million
- Grant size: EUR 10-30 million
- Co-financing rate: up to 60%
- Implementation in phases (each typically at least 3 years)
