About the project

Russia's full-scale invasion has left around 100 million m³ of rubble in Ukraine, including 296,468 t at temporary sites in Kyiv oblast, and less than 5% of construction and demolition waste is recycled, mainly because certified processing hubs, standardised deconstruction practice, quality data and laboratory testing capacity are missing. The project creates and tests a replicable, safe and economically viable debris management system in cities of Kyiv region and provides the policy and market tools for wider uptake in Ukraine. It develops a debris-to-materials methodology with hazardous waste protocols, a circular business model for the hubs, data and traceability systems, and proposals for standards and public procurement of recycled construction materials. Targets include 2 to 3 regenerative hubs processing at least 10,000 t a year each, at least 50% of collected debris recycled and reused in the pilots, and at least 500 trained "seed" individuals.

Ukrainian participation

Ten Ukrainian organisations take part, including NGOs, private companies, a university and local authorities, and the pilot regenerative hubs are planned in Irpin, Borodyanka and Hostomel in Kyiv oblast. By July 2026 the debris management methodology and circular business model led by CERN were reported to be about 95% complete, and the three pilot municipalities had been selected.
