Clean Energy Transition · Standard Action Project
LEEAN-CET
Local Energy and Environment Action Networks for Clean Energy Transition in Central and Southeast Europe
About the project
LEEAN-CET strengthens local climate and energy governance by implementing the European Energy Award (eea) in Bulgaria, North Macedonia, Croatia, Hungary, Slovenia and Ukraine, with a focus on small and medium municipalities, rural areas and carbon-intensive regions. It adapts the eea methodology to local contexts, deploys the eea online energy management tool and builds replicable energy management systems across seven sectors, from spatial planning and municipal buildings to mobility and climate adaptation. Thirty pilot municipalities receive support, with more than 300 municipal experts trained, 30 clean energy action plans established or updated and investment concepts worth at least EUR 60 million. A capacity-building platform with online courses, workshops and best-practice guides will continue after the project ends.
