About the project

LIFE-ECOss addresses the lack of support for urban energy communities in Central and Eastern Europe, where progress is slow and the risk of corporate capture is high, by transferring and adapting Spain's public-led Community Transition Office model. It will set up three physical Energy Community One-Stop-Shops in Ukraine, Bulgaria and Hungary, consolidate more than 50 best practices from Spanish partners into a knowledge base and co-create operational blueprints with local stakeholders. A Train-the-Facilitator programme equips municipal staff and local actors with skills from legal procedures and financial modelling to community engagement and mediation, and pilot hubs in Lutsk, Sofia and Budapest are mentored through twinning and workplace observation at Spanish offices. A replication toolkit supports adoption by follower cities in Romania and Croatia and more than 200 other municipalities; the project expects to support 30+ energy communities (12 new), add 570+ members, engage 2,000+ stakeholders, trigger EUR 13.5 million of investment, generate 3.25 GWh/y of renewable energy and avoid 1,542 t CO2-eq/y.
