About the project

CHIP-EU aims to accelerate the decarbonisation of heating and cooling in European cities by providing a support framework for integrated, sustainable local heating and cooling plans. Recognising that most cities lack the governance structures, tools and capacity to deliver such plans, it combines three pillars: a co-created governance structure for multi-level and cross-sector collaboration, a planning methodology integrating technical, spatial and social dimensions, and a practical toolkit of guidelines, methods and templates. Capacity building relies on experiential learning supported by Energy Transition Living Labs, which also mobilise Local Energy Coalitions. The framework is tested in five municipalities (Kalamata, Valladolid, Groningen, Athienou and Ternopil) and the Pomurje region, while follower municipalities, including 27 in Italy, validate governance and preparatory aspects.
