Clean Energy Transition · Standard Action Project
EPBD.wise
Effective implementation of the EPBD in line with short-term and long-term policy requirements
About the project
The recast Energy Performance of Buildings Directive strengthens zero-emission buildings, national building renovation plans, minimum energy performance standards, renovation passports and energy performance certificates, while recent gas, energy and economic crises have added short-term goals. EPBD.wise helps countries implement all of these at once without lock-in effects. It pursues three objectives: supporting public authorities in six focus countries in designing, implementing and evaluating the new instruments; building a consistent approach to national building policy that uses synergies with Fit for 55 and other EU strategies; and creating a replicable model for implementing EU legislation together with the Concerted Action EPBD, energy agencies and national partners of the Renovate Europe campaign. The work includes tailored policy packages, tools and guidelines, policy forums in the focus countries and EU-level replication workshops.

Ukrainian participation
Ukraine was one of the project's six focus countries, together with Bulgaria, Greece, Hungary, Poland and Romania, with the Housing and Municipal Reform Support Centre as the Ukrainian partner. An EPBD.wise policy forum on energy efficiency in Ukraine was held in Kyiv on 2 July 2024, and the project published policy guidelines covering Ukraine on national building renovation plans and on renovation passports.
