RePower the Regions
RePower the Regions: Ambitious and inclusive clean energy plans for repowering the just transition regions
About the project
The participation and leadership of carbon-intensive regions are essential for EU climate neutrality by 2050. RePower the Regions works with 16 pioneering just transition regions in nine central and eastern European countries to speed up their decarbonisation and to develop the first models of inclusive and fair local and regional clean energy plans. Using participatory planning and scientific support, it builds the capacity of local authorities and other actors to deliver on Fit for 55 and REPowerEU through plans and roadmaps for energy saving, energy efficiency, community-led renewables and renewables-based heating and cooling, including district heating. The project gathers local support, provides practical guidance, collects green investment proposals and seeks to trigger financing through advocacy, pilot projects and dissemination; its scope covers areas moving away from coal, oil shale and peat.

Ukrainian participation
Ukraine is one of the nine countries, with coal-transition areas in scope, and the Ukrainian partner is the Centre for Environmental Initiatives “Ecoaction”. Ecoaction works with the Novovolynsk, Lytovezh and Poromiv communities in the Volyn coal region and in November 2024 published a population survey on decarbonising heating there.
